Contractor was often reactive and could have done more proactive communication about project issues, invoicing, etc that would
have prevented CMMT PM from discovering issues later on.
Contractor team needed more guidance than most consultants for completing work, presumably due to staff turnover.
Satisfactory, but budgeted hours for future tasks should be re-evaluated based on usage in this project.
