A single source approval is requested because the seven (7) Tribal Governments need Technical Assistance to meet contract deliverables, as well as state and federal procurement requirements. Additionally, Tribal Governments must spend federal grant funding by 9-30-24 and vendor (ANIWAHYA) is the only vendor capable of ensuring timely federal spending and contract deliverables by the federal deadline. This is because vendor (ANIWAHYA) has established unique relationships with the seven (7) Tribal Governments during the original contract period between 12/01/2021 and 09/30/2023, and has been working with the seven (7) Tribal Governments in partnership towards the established deliverables.

This is also an equity issue, as DHS should not leave the Tribal Governments with a gap in services. The Tribes’ contracts have been extended necessitating the need for culturally appropriate support and response. The skillset the vendor (ANIWAHYA) offers is extremely limited across the nation. There are no other vendors available to provide the needed culturally competent technical assistance to Tribal Governments. The contracts expire in less than a year and the Tribal Governments would benefit tremendously from consistency as well as maintaining the existing relationship with the consultant.

The vendor was on time with deliverables; however, there were some delays due to the unresponsiveness of the tribal nations and other staffing changes.
Work was of good quality. The vendor was receptive to feedback and made corrections as requested.

Vendor is passionate about the project and working with tribal nations. Vendor demonstrated a strong willingness to work with tribes and connect them to APS resources and accomplish contract goals.
