Authorized by the American Rescue Plan Act of 2021, Minnesota Housing was awarded a one-time allocation of $31 million to
increase housing stability by addressing the needs of individuals experiencing homelessness or at risk of homelessness.
The contractor was hired to develop and execute a plan that results in HUD approval of the HOME-ARP Allocation Plan. Contract deliverables were engagement, allocation, and implementation plans for these resources under the HOME American Rescue Plan
(HOME ARP) program requirements.
It was necessary to engage a contractor because of the desire to get this funding working to address housing needs in a timely
manner, and the lack of capacity and program expertise within the internal team due to turnover and job vacancies.

The contractor met all timeliness expectations by completing all deliverables in accordance with the contract.
The quality of the deliverables was as expected. The contractor excelled at leading engagement meetings and other internal meetings. Their expertise on the HOME-ARP program was a huge benefit to this work and our team.
The cost of the contractor services and deliverables was as expected.
