Diabetes Self-Management Education is a standardized, clinical program with proven impact on management of diabetes. It is underutilized across the country and the Centers for Disease Control and Prevention sought out organizations that wanted to work to expand utilization of this program. In this work, a team with expertise in employer-based wellness programs and claims data analysis partnered with MDH and SEGIP to explore use of DSMES among State Employee Group Insurance Program members and evaluated subsequent efforts to increase participation.

The University of Minnesota School of Public Health was named as the contractor we would work with in our approved grant application to CDC. They had expertise in working with employer led wellness programs as well as familiarity with the organizations and datasets involved.

The contractor delivered work on time and was communicative when changes needed to be made. The work occurred during the COVID-19 public health emergency and in the time of adapting to a new reality afterward - a time when timelines were constantly changing.
The contractor 's quality was good. The analyses conducted were thoughtful and thorough. The contractors write up of the work for a professional journal was excellent quality. Presentations to partners led by the contractor were high quality as well.

The contractor was very engaged in development of the project and was highly communicative throughout. The contractor worked well with a team of people across the U of M, SEGIP and MDH. The analyses were informative and help to support SEGIP's work as well as broader knowledge about promoting increased participation in diabetes self-management education through digital programming.
