Consult with the State in the development of a fully-overlapping dual frame sample design that combines landline telephone-only households, cell phone-only households, and dual
·Iandline/cell phone households. Complete 12,500 interviews, including 10,000 cellular completes. Sample design includes targets of 400 completed interviews from Africl:ln American non-Hispanic respondents, 400 Asian non-Hispanic respondents, 200 American Indian non-Hispanic respondents, and 300 from Hispanic respondents. Complete 1,000 interviews from the Asthma Call Back Survey. Program all questions and response categories in a computer-assisted telephone interviewing system no later than two week's before the start of each interviewing year. The questionnaire will be 25 minutes in length for both landline and cellular respondents.

Abt completed all of the contracted work in a timely manner. They consistently met or improved on agreed deadlines, and they were prompt in response to our requests.
Abt delivered high-quality survey data and documentation. They employed robust systems for interviewer training and data checking to ensure the quality and integrity of data. When we discovered any issues with the data, Abt was prompt to resolve the problem.
Abt’s costs for data collection rose considerably over time, but this was an industry-wide issue. Their services were always a good value relative to alternative options. They won several competitive bids based on their cost compared to the quality of their services.
Overall, Abt did an excellent job. They completed the agreed services on time and in budget, and their work was quality.
