Purpose of contract was to procure technical expertise and consultation services in support of Minnesota's migration from legacy 911 to NG911. ECN does not have the ability to employ permanent technical subject matter experts with an IT background thus requires a P/T Consultant to augment that need. Further, the scope of those services changes as 911 technology changes and the need may be reduced as components of the end-state NG911 network are implemented.

The vendor demonstrated project execution that aligned with most agreed upon timelines except for the cybersecurity tasks. During the project, the sub consultant had a staff person quit which set the project timeline back significantly. This had to be messaged to both internal and external stakeholders and ultimately did result in needing to extend the contract date.
The vendor demonstrated a high quality level of project management and technical expertise on the cybersecurity project but for the other tasks the quality of subject matter expertise was neutral to lacking in ability to provide support.
It is my understanding that this vendor did have a low cost but compared to the quality of work received I’d assess this did not result in a high value project deliverable.
Overall, the vendor was pleasant to work with and had strong project management skills. The technical subject matter experts were lacking, save the cybersecurity task, and ultimately some of the work is being redone now by state staff.
