Drinking Water Sample Collection at Schools and Childcares

Federal law requires schools and childcare facilities that own and/or operate their own drinking water supply and are regulated under the federal Safe Drinking Water Act (SDWA). Minnesota State Statute 121A.335 requires all public and charter schools to develop a facility-specific sampling plan, conduct testing at least every 5 years, and take action to reduce lead levels following MDH guidance. Funds provided by US EPA under the Water Infrastructure Improvements for the Nation (WIIN) Act, MDH has established a grant program wherein public and charter schools – and licensed childcare programs, including Head Start Programs – may be provided with sampling materials, analyses, and lead in water data storage free of charge. While enrollments to this program have been proceeding, schools and childcares have struggled to perform sampling due, at least in part, to limited resources, staffing challenges, and COVID-19 restrictions.
