Parenting Inside Out (PIO) is the only available evidence-based, cognitive-behavioral parent management skills training program created for incarcerated parents. There are other parenting programs that exist, but those have not undergone the rigorous review process to be certified as an evidence-based program for the incarcerated population. There are a number of challenges that exist in studying results of people who are incarcerated and participate in programs, and therefore other programs haven’t completed the necessary review process to be certified as an evidence-based curriculum or do not specifically focus on the incarcerated population. The Pathfinder Network owns the rights to the PIO curriculum and certification of PIO trainers. The authorizing legislation requires evidence-based curriculum for this program. Overall the contractor's timeliness was very good. Provided accurate quotes, responsive, and flexible to meet the programs needs.
The contractor's quality was satisfactory. Due to the nature of having pre-existing contracts and licenses with current grantees, there was a need for clarification on certain aspects of the delivery of the training. Despite some setbacks with the delay of the execution of the contract, contractor provided high quality trainings and was flexible to meet the needs of the contract under the terms of the agreement.
The contractor's cost was reasonable for the services provided. Due to the sensitive nature of an evidence-based program with incarcerated individuals, there is added requirements in order to maintain the status of the program. The contractor's cost were fair in the delivery of the training and materials.
Overall the contractor's performance was very good. Despite going through a staff transition at the very beginning of the contract execution, the contractor was very responsive and met the terms of the contract. The only negative feedback was that the main point of contact resigned from the agency and there was no communication for a brief period of time. Despite this minor setback, contractor was very flexible in dealing with MDH's internal processes and requirements.
